Gaming bill filed as Texas gears up for 2023 legislative session

The Texas legislature will consider a bill that would amend the state’s constitution to legalize casinos at a limited number of locations and set the stage to permit sports betting.

The proposed law – Senate Joint Resolution 17 – would devise the framework for a new body named the Texas Gaming Commission, which would supervise legalized gambling in Texas.

Casino gambling would be authorized at a “limited number of destination resorts and facilities” with the proceeds going towards tax relief and funding for education and public safety.

The amendment’s author is Houston-based state senator Carol Alvarado, a Democrat who initially pre-filed the bill on 14 November 2022.

Bill proposed in Connecticut to ban greyhound racing

A bill has been proposed in the Connecticut General Assembly that would ban both greyhound racing within the state, as well as stop operators simulcasting racing from out-of-state locations.

Proposed H.B. No. 5042 – put forward by two Republican and one Democratic legislators – currently has been referred to the committee of public safety and security.

The individuals who proposed the bill are Rep. Klarides-Ditria from the 105st district, Rep. D’Agostino from the 91st district and Sen. Somers from the 18th district.

No ordinary Joe

If anyone can lay claim to having been in and among the events that have completely reshaped the global betting and gaming market in the four-and-a-half years since PASPA fell it is Joe Asher, writes Scott Longley. The former CEO at William Hill US now heads up sports betting at IGT and recently joined as shareholder and advisory board member at USAbility and is ready for the next challenges that will be thrown up in an expanding market.

In some senses, the decision by the US Supreme Court to bring down PASPA acted like a meteorite hitting the betting and gaming sector.

In that moment, in May 2018, everything changed and everyone involved in the global industry have been living with that transformed landscape ever since.

Ontario orders halt to all UFC betting amid integrity concerns

The Alcohol and Gaming Commission of Ontario (AGCO) has ordered all operators in the province to stop taking bets on the Ultimate Fighting Championship (UFC) due to integrity concerns.

The Ontario regulator said that operators should stop offering any UFC betting with immediate effect.

Ontario – which launched its regulated betting and igaming market on 4 April of this year – has a number of rules intended to protect sporting integrity.

All events for which betting is permitted “must be effectively supervised by a sport governing body which must, at minimum, prescribe final rules and enforce codes of conduct that include prohibitions on betting by insiders”.

In addition, there must be “integrity safeguards in place which are sufficient to mitigate the risk of match-fixing, cheat-at-play, and other illicit activity that might influence the outcome of bet upon events”.

The UFC in October amended its rules and regulations to ban its fighters from betting on UFC events.

Global regulators release joint World Cup statement

Regulators from France, Germany, Portugal, Spain and Great Britain have released a joint statement before the World Cup begins on 20 November, reminding operators to keep responsible gambling and player protection in mind as the tournament runs.

The regulators met in Paris, France on 15 November. L’Autorité Nationale des Jeux (ANJ), the gambling regulator for France, said that the meeting saw a number of key issued being discussed that would affect betting during the World Cup.

“This meeting was an opportunity to address several topics, including the fight against illegal offers and the protection of players and advertising during the World Cup,” read the statement.

“On the latter topic, regulators agreed to commit to working together to closely monitor gambling operators’ compliance with advertising, betting integrity and consumer protection regulations during the World Cup.”

Peru igaming regulations ban free bets, mandate supplier registration

Peru will ban free bets and demos, as well as mandating registration for suppliers, as part of its effort to regulate online gambling.

The detail comes as part of Peru’s efforts to regulate online betting and igaming. The country’s Congress unanimously voted for a bill to regulate the sectors in July, which was then signed into law in August, coming into effect 60 days later.

The law names the Ministry of Foreign Trade and Tourism of Peru (Mincetur) as the country’s official gambling regulator.

As regulator, the body established a number of rules that will apply to operators in the market, including a ban on free bets and supplier registration requirements.

These rules are subject to a consultation, with stakeholders able to submit their opinions until 2 December.

DSWV partners IBIA to protect sporting integrity

The German Sports Betting Association (DSWV) and the International Betting Integrity Association (IBIA) have signed a Memorandum of Understanding (MoU) in an effort to protect sports integrity.

Under the arrangement, the DSWV and IBIA will work in partnership and coordinate their activities on betting and related integrity issues in Germany.

Fandex receives patent for fantasy sports stock exchange

Free to-play fantasy sports stock exchange Fandex has taken a step forward towards securing its intellectual property, announcing today that it has received a US patent for its platform.

The United States Patent and Trademark Office (USPTO) granted US patent No 11,436,674 to the fantasy business which covers certain aspects of the company’s fantasy sports team and player stock exchange.

The 2022 US midterm elections: What we are watching

As the US goes to the polls for the midterm elections, there are plenty of races that could affect the progress of sports betting regulation and gaming expansion. Paul Girvan picks out the states to watch.

The 2022 US midterm elections, while important in so many ways, contain few issues directly related to gambling regulation.

Rather, they represent an opportunity to extract a thorn that has irritated the body politic and coloured the consideration and adoption of more gaming legislation, whether it be sports betting legislation or casino regulation.

Only in two states does gaming appear directly, or indirectly, on the ballot: California and Georgia.
